Technical Programme Manager (HR)

Pertemps Scotland Ltd are working with our client in Edinburgh to recruit for a Technical Programme Manager in the Public Sector on a temporary basis until February 2022 with potential extension.

Due to current circumstances this role will be based remotely.
Day rate: £550 - £700 (Inside IR35)

The Programme Manager is responsible for overseeing the programme's day-to-day co-ordination, managing the overall coherence of the programme, working alongside the Technical Programme Manager to develop and maintain the necessary environment to support each individual project through an effective programme management office.

The main duties would be:
  • Co-ordination of the programme's technical projects and management of their interdependencies including oversight of risks & issues; supporting programme budget management; delivery of systems in accordance with a defined programme plan; and adherence to programme governance arrangements.
  • Ensure effective quality assurance and the overall integrity of the technical aspects of the programme by: representing the Directorate in the corporate Shared Services programme technical advisory group; supporting delivery of the technical elements of the Directorate transformation as described in the HR Transformation Programme Business Case; preparing the Directorate for the implementation of a new system and taking the lead on the associated communication and engagement with the Directorate, customers, stakeholders and delivery partners
  • Work collaboratively with the Programme Manager to report progress at regular intervals to the Senior Responsible Officer and maintain the best practice documentation (e.g business cases, project briefs, project initiation documentation, progress reports, risks and issues logs) in a way which is proportionate for the programme and individual projects
  • Work in partnership with technical/specialist consultants and colleagues to manage contributions to the programme and ensure accountability and ownership are clearly understood, in particular the interdependency with the Corporate Shared Services Programme and the Programme Manager who is supporting deliver of the cultural changes necessary to successfully adopt new ways of working and transition to the Directorate's Target Operating Model, which will deliver the services enabled by the technology projects
  • Build and maintain an effective network across the Directorate and key stakeholders acting as key point of contact for the technical aspects of the programme, ensuring there is clarity of roles & responsibilities within technical projects and common resources/skills are allocated effectively across the programme's individual projects
  • Co-ordination of capability building within the Directorate with particular focus on project management, service management, insight based decision making and continuous improvement driven by data and analysis to enable effective changes to transition over to business as usual
  • Support the introduction of an HR Systems Lead role to enable the Directorate to translate HR and business requirements into technical requirements; taking responsibility for identifying HR system improvement opportunities; and developing a robust process to manage legacy, tactical and best in breed systems establishing an effective 'bridge' between HR and ITECs.
  • Initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise.
  • Experience leading HR digital transformation and change management programmes, including experience of successfully implementing a coherent technology platform utilising a core, single corporate ERP solution with best of breed integration and workflow tools and a single, shared approach to data analytics
  • Experience of HR in the Civil Service including working with the Global HR Design Principles; the Civil Service Recruitment Principles and the Civil Service Management Code. Ability to use knowledge of HR in the Civil Service to quickly develop awareness of the wider organisational environment and ability to assess appropriate connections and interdependencies across projects.
  • Experience managing a large, complex programme in a public sector environment with the ability to apply programme principles, including proportionate programme and project management (PPM) that supports delivery through effective techniques for planning, monitoring and controlling programmes.
  • Proven leadership, interpersonal and communication skills with the ability to build effective relationships
  • Ability to balance reactive work with strategic planning in order to solve, but also pre-empt, problems or issues that could impact on project delivery or the realisation of benefits. Including the building of in-house capability to effectively manage the digitisation of service delivery
Candidates MUST have a Basic Disclosure Scotland Certificate dated within the last 12 months.
